INTIMIDATION AND OTHER MEASURES TO ISOLATE OSWALDO PAYÁ

We have received an alert from the Christian Liberation Movement in Cuba
that the home telephone of Oswaldo Payá has been cut, to stop the
Uruguayan and international press from getting a hold of him during the
visit to Cuba of the President of Uruguay, Dr. Tabaré Vázquez.
Payá, the coordinator of our movement, sent a letter to President
Vázquez inviting him to his home in the modest neighborhood of el Cerro
in Havana to explain to him what is really taking place in Cuba. [The

This measure, as well as the continuous harassment and intimidation
which is being leveled against Oswaldo Payá at these moments, is related
also with the delicate situation the European Union has with regards to
its position toward the Cuban regime and the decisions it must take,
currently in limbo because of the lack of will from the regime in Havana
to accept responsibility in its formalized compromise with human rights
and the release of prisoners. [Payá's message to the European Union is

We are grateful for any efforts to permit the resolution of this
situation of intimidation and isolation, and allow the opinion of those
in Cuba that think differently from the official government message to
be heard.
