Although it will take time to adapt, Cuba is undergoing a "mentality
change" regarding its economic policies, the commerce attaché of the
Cuban embassy in Madrid said during a meeting of the Bilateral
Spanish-Cuban Committee in Spain, according to Europa Press.
Cuba has changed its export policies, José Antonio Fernández said,
favoring high value-added goods such as biotechnology or pharmaceutical
products, while promoting medical tourism. Cuba's institutions, however,
will take more time to adapt and change regulations, he added.
Fernández described Cubans' high skill and educational levels as the
country's major asset, while pointing out "guaranteed political continuity."
The Spanish side expressed investors' and exporters' concerns about
payments and asked for better guarantees.
