Manfred Nowak says he is negotiating dates with the Communist
government. Cuba's foreign minister said last week that it wanted
conditions on Nowak's visit.
Nowak told reporters in Geneva on Wednesday he was confident now, after
several fruitless attempts to visit the island since 2005.
Cuba has blocked several proposed visits by U.N. Human Rights Council
investigators.
Nowak also slammed attempts by council members to suppress a report he
co-authored on secret prisons. Russia, Pakistan and others said the
report breached guidelines they have set for human rights experts.
Nowak says "I don't need a code of conduct."
