`After Fidel, there will be changes'

Diego Suarez has lived in exile nearly five decades -- all spent trying
to bring an end to Fidel Castro's regime.

An early member of the Cuban American National Foundation, once the
exiles' most powerful lobbying group, Suarez and others left after the
death of foundation leader Jorge Mas Canosa.

He is now director of the Cuban Liberty Council, which pushes a hard
line to bring change to Cuba. Suarez views the latest developments as a
break, convinced that Castro's Cuba won't exist for long without its
figurehead.

``We are very much convinced that after Fidel is dead and buried, there
will be changes.

``Unfortunately for the cause of Cuba, the state of his health is a
state secret, a mystery. Not even the Americans know what is going on.''

Many in Miami's exile community agree with him, he said.

``The great majority of exiles -- I can assure you this -- all the
organizations in the Patriotic Forum, everybody absolutely agrees that
Raúl Castro does not have any leadership qualities and that we must not
negotiate with him.''
