Kern Spencer. The deepening controversy surrounding the Cuban Light
Bulb Project has prompted calls for tougher regulations governing the
granting of Government contracts to public officials.
Contractor-General Greg Christie in his report on the project recommends
that Cabinet immediately implement a comprehensive over-riding policy to
be applicable to all public bodies.
He says the policy should govern, restrict or prohibit the award of
contracts by a state body to Government Ministers or public officials.
The Contractor-General is also recommending that the House of
Representatives and the Senate discontinue the practice of granting
carte blanche approvals of exemption motions.
These motions allow Parliamentarians to remain in the House if they
become party to a Government contract.
