Obama administration will have difficultly swaying Senate to OK
ambassador for Cuba
Sen. Robert Menendez (D-N.J.) told CNN's 'State of the Union' that
Congress can do little to keep the administration from turning the
existing U.S. interests section in Cuba into an embassy. But he said
Congress can refuse to confirm an ambassador and that it's difficult to
see the Senate support a nominee.

One of the leading Democratic critics of President Obama's change in
Cuba policy says it will be very difficult to confirm an ambassador to
the Communist country.

Sen. Robert Menendez (D-N.J.) — a Cuban-American who will soon depart as
chairman of the Foreign Relations Committee — told CNN's "State of the
Union" that Congress can do little to keep the administration from
turning the existing U.S. interests section in Cuba into an embassy.

But Menendez said Congress can refuse to confirm an ambassador and that
it's difficult to see a nominee winning Senate approval.

Menendez said he wasn't told about the administration's negotiations
with Cuba, and that will make him more skeptical when officials from the
executive branch testify to Congress.
