(AHN) - A report commission by a human rights watchdog group in Cuba
said the country's conditions have not improved under Raul Castro's
regime. In fact, the report said conditions may have worsen because no
improvement plans are in the works.

According to the Cuban Commission for Human Rights and National
Reconciliation report, the country has the most political prisoners per
capita in the Western Hemisphere.

Fidel Castro, 80, handed leadership rights to his brother, Raul when he
became too ill. The former leader has surgery for intestinal bleeding in
July and has not been seen by the public since.

The government has freed some prisoners arrested for political reasons,
the report said it would take a political miracle to turn things around
in Cuba. In some cases the government is resorting to intimidation to
deal with political opponents.

"Due to the oppressive and repressive nature of the totalitarian regime
and its enormous capability for social control, we cannot see any
factors or components that are able to exert effective pressure on the
government from inside Cuban society to begin a process of modernizing
reforms," the report said.
